The Fremont Sister City program began in 1962 when the City Council created the Sister City Commission. Seven members, appointed by the City Council, serve on the commission without pay. The commission organizes international exchanges and, with the help of other volunteers, raises funds to support Sister City activities. The Sister City Commission is affiliated with Sister Cities International.

The purpose of the Fremont Sister City program is to foster international goodwill through people-to-people activities.
