Responsibilities

Building and Safety reviews plans and issues permits for construction projects within the City of Fremont. Periodic inspections are provided throughout the construction process to ensure that the project is in general compliance with the approved plans and specifications.

The Building and Safety Division consists of three sections:

  1. Plans and Permits: reviews plans and issues permits for the construction of buildings and structures in the City of Fremont. When construction plans and design documents are found to be in compliance with the State and local building, planning, zoning and fire codes, a building permit is issued, authorizing the start of construction.
  2. Building Inspection: The building and fire inspectors provide periodic inspection during the different phases of construction to ensure the compliance of construction with the approved plans and specifications.
  3. Community Preservation (Code Enforcement): Staff in the Community Preservation section work with Fremont residents, community groups and businesses to ensure that existing buildings and business operations are maintained and operated in a manner consistent with local codes. Community Preservation staff also proactively address blight and physical deterioration of residential and commercial properties in Fremont.
