Responsibilities


The City Attorney, Harvey E. Levine, serves as the chief legal counsel for the City of Fremont and is hired by and serves at the will of the City Council. The City Attorney's Office legal staff consists of one Assistant City Attorney, three full time attorneys, and the Risk Manager.
 

The Primary functions of the City Attorney's Office include:
  • Providing legal advice to the City Council, City officials, boards, commissions, and City departments in connection with City business
  • Drafting and reviewing ordinances, resolutions, contracts, bonds, insurance, leases, deeds and other legal documents
  • Representing the City in civil matters including enforcement of building codes, business license codes, and abating unlawful activities
  • Responding to critical incidents and disasters
  • Risk Management

Requests for Public Records, Resolutions, and Ordinances are handled through the City Clerk's Office.  You can contact them directly by calling 510-284-4060.

Risk Management

 
The Risk Management Division is comprised of the Risk Manager, Risk Management Assistant, and Occupational Saftey Analyst.  Much of the work performed by Risk Management is for internal City departments. These responsibilities include:
  • Administration of workers' compensation
  • Purchase of insurance
  • Administration of all self-insured programs
  • Contract review and insurance verification
  • Administration of all employee safety programs
In addition, Risk Management administers all claims filed against the City. Claim forms are available from the City Attorney's office, the City Clerk's office, and can be downloaded from the PDF document below. The claim must be filed with the City Clerk's office within six months of the incident. The City Clerk will then forward it to Risk Management for determination. To contact Risk Management, please call 510-284-4050.
