Responsibilities
The Planning Division, part of the Community Development Department, is responsible for two primary functions:
- Assisting the City Council to plan for the City's future development ("Long Range Planning"). See General Plan 2030 page for more information.
- Reviewing proposed development projects for conformance with the City's adopted policies and ordinances ("Current Planning").
Among its activities, the Planning Division:
- Maintains and implements the City's General Plan which guides City development decisions.
- Reviews individual development proposals for compliance with the City's Zoning Ordinance (Title VIII, Chapter 2 of Fremont Municipal Code) and State environmental regulations.

Depending on the scope of the project, the City of Fremont Planning Division determines whether a development project will create an environmental impact. The City of Fremont Planning Division currently processes Environmental Impact Assessments for most projects within the City. For more information, please go to our Environmental Documents page.
- Provides information about planning, zoning and planning permit requirements to the public.
- Provides staff to the Planning Commission.
- Provides staff to the Historical Architectural Review Board (HARB).
- Coordinates the City's review of construction plans through the Development Organization prior to a development project receiving a building permit.
