City Engineer Norm Hughes oversees Fremont's Engineering Division of the Community Development Department. The Engineering Division includes civil design, construction engineering, engineering development review, facilities design, landscape architecture, and real property management.
Norm received his Bachelor of Science degree in Civil Engineering from San Jose State University. A Fremont resident since 1957, Norm has seen Fremont grow from 30,000 residents to its current population of approximately 210,000. His 30-year career included an early introduction to Fremont engineering in the late 1970s when he performed development review for the City. He then spent 21 years as a civil engineering consultant, first in Fremont and then in Pleasanton. Norm has designed many Fremont projects including a variety of residential, commercial and industrial projects, as well as City projects such as the Niles Boulevard streetscape. |
