Community Development Director

Jill Keimach

Jill Keimach is the Community Development Director in the Community Development Department (formerly known as the Development and Environmental Services Department). Jill oversees the Building, Planning, and Engineering divisions, as well as the Office of Housing and Redevelopment (Redevelopment Agency) and the City's one-stop permit shop: the Development Services Team.

Jill received her Bachelors degree in Architecture and her Masters degree in City and Regional Planning with a minor in Transportation Planning from the University of California at Berkeley. 

Before coming to the City of Fremont, Jill spent her career working for a variety of government agencies. Her work included eight years with the Association of Bay Area Governments (ABAG) where she initiated and managed the San Francisco Bay Trail, a 400-mile pedestrian and bicycle loop around the Bay.

Jill also developed regional housing policies and researched the fiscalization of land use with communities in the North Bay. Additionally, she worked for the Bay Area Rapid Transit (BART) District, the City of Walnut Creek, and for a number of cities in New Hampshire. Jill was also the Planning Director for the City of Wilmette, Illinois, and before Fremont she most recently was the Community Development Director with the City of El Cerrito.

Community Development Department

The City of Fremont reorganized its Development and Environmental Services Department in November 2005 and created the Community Development Department. One of the goals was to make the new department more accessible to the general public and our customers. The first step was to change the department's name to something that is commonly used by cities. 

A new division that will be expanded under this reorganization is the "Development Services Team." This team will work to provide even more customer service to residents, developers and builders. Fremont has a strong history of providing high-quality customer service, and the reorganization is intended to keep Fremont in the forefront of its well known "concierge" service.
