Finance Director Harriet Commons is responsible for the City's financial operations, planning and management. The Finance Department provides accounts payable, purchasing, cashiering, and revenue collection services to other City departments, as well as maintaining the City's financial records, and managing the City's cash and investments.
The City's Comprehensive Annual Financial Report (CAFR) has received the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting every year since 1983/84. The City's Annual Operating Budget has received the GFOA Distinguished Budget Presentation Award every year since 1998/99. |

Harriet has a B.S. in Business Administration (Accounting) from California State University, Sacramento, a M.S. in Taxation from Golden Gate University, and she is a Certified Public Accountant. Prior to joining the City of Fremont in 1988, she was a project manager and practice fellow at the Governmental Accounting Standards Board (GASB) and an audit manager with Price Waterhouse, where her audit clients included a number of local governments, as well as financial institutions.
Harriet is a member of the Government Finance Officers Association, the California Society of Municipal Finance Officers, the American Institute of Certified Public Accountants, and the California Society of Certified Public Accountants. |
