Housing and Redevelopment Agency Director Elisa Tierney oversees the Office of Housing and Redevelopment. The City of Fremont Redevelopment Agency, through its investment in key development projects, is dedicated to revitalizing the historic Project Areas of Centerville, Irvington, and Niles; facilitating major infrastructure construction in the Industrial Project Area; and improving, preserving and supporting the development of quality affordable housing in those project areas. The Housing Division administers affordable housing construction, programs, and policies.
Elisa earned a Bachelor's degree in Economics from Georgetown University. Prior to joining the City of Fremont, she worked for various cities and private sector real estate firms. Most recently, she served as Vice President of Operations and Finance for a corporate real estate internet company. |

Elisa's public sector experience consists of directing redevelopment efforts for the cities of El Cerrito and Berkeley, including the planning and implementation of real estate development projects and expediting land use approvals. She also worked for the cities of Emeryville and San Leandro, and as an analyst for a private sector real estate asset management firm. |
