Item 2.  TRI-CITIES RECYCLING AND DISPOSAL FACILITY LANDFILL CLOSURE AND LAND USE PLAN - (PLN2005-00262) - Related proposals on a 375 acre site to consider Certification of Final Environmental Impact Report (EIR) for the landfill final closure plan and final cover, a General Plan Amendment for 46 acres from Agricultural and Solid Waste Facility to Light Industrial land use designation, and rezoning of 46 acres to a Preliminary and Precise Planned District in the Industrial Planning area at the western terminus of Automall Parkway.

PLN2005-00262 Tri-Cities Recycling and Disposal Facility Landfill Closure and Land Use Plan

Item 5.  HISTORIC RESOURCES GENERAL PLAN AMENDMENT/ORDINANCE - Citywide - (PLN2003-00153) - to consider General Plan and Fremont Municipal Code amendments relating to city procedures, standards and regulations for historic resources.

 The proposed General Plan Amendment would clarify the process for designating/listing of local historic resources. This new listing process would no longer require a General Plan Amendment but would require HARB recommendation and City Council approval by resolution.  The listing of local historic resources would be known as the "Fremont Register".  Listed resources would be identified on the City's Geographic Information System and in the General Plan through an informational appendix.   The designation as a Fremont Register resource would not be considered as a General Plan land use designation.

           

The Fremont Municipal Code Amendments propose revisions, clarifications and consolidations to Articles 18.4 (H - Historical Overlay), 19.1 (Historical Architectural Review Board), 19.2 (Historical Resources) and 19.3 (Demolition of Buildings or Structures Fifty Years or Older) while adding new text pertaining to the review processes, procedures and standards of review for projects associated with historical resources.  In addition, the City zoning maps would be amended to replace the current "H" label with an "HOD" label to represent existing Historic Overlay Districts.   The new label would not change the present boundaries of the existing overlay districts.

The project is exempt from the California Environmental Quality Act per Guideline 15061(b)(3), no potential for significant effect.

Item 1.  SABERCAT NEIGHBORHOOD CENTER  - Sabercat Road - (PLKN2006-00153) - to consider a rezoning of a 12.2-acre site from a commercial precise Planned District P-2000-5 and City-initiated Preliminary Planned District, to mixed-use Preliminary and Precise Planned District P-2006-153, in conjunction with a Tentative Tract Map (TTM 7816) for condominium purposes and a Preliminary Grading Plan, to allow the construction and use of a new vertical mixed-use project (commercial and residential) consisting of 158 dwelling units and approximately 55,472 square feet of retail at the northeast corner of Sabercat Road and Durham Road. A Mitigated Negative Declaration has been prepared and circulated for this project.

Item 3.  PERIDOT AT NILES - 35601 Niles Boulevard - (PLN2007-00263) - to consider a rezoning of a 3.8 acre site from R-1-6 to Preliminary and Precise Planned District P-2007-263, in conjunction with a Tentative Tract Map (TTM 7859), a Preliminary Grading Plan, and an Easement Abandonment to allow for the development of twenty-seven single family dwelling units at 35601 Niles Boulevard in the Niles Planning Area.  A Mitigated Negative Declaration has been prepared and circulated for this project.

PLN2007-00263 Peridot at Niles

Item 4.  TRI-CITY VOLUNTEERS - 37510 Dusterberry Way - (PLN2008-00053) - to consider the Community Development Director's referral of a Planned District Minor Amendment to allow an approximate 15 month temporary use of an existing City-owned building for a thrift store and food distribution service operated by the non-profit group, Tri-City Volunteers, at 37510 Dusterberry Way in the Centerville Planning Area.  The temporary relocation will allow for the remodeling of Tri-City Volunteers' present facility at 37350 Joseph Street (another City-owned building), where it has been in operation for more than twenty years.  The proposed project is categorically exempt under CEQA, Class 3 exemption as a conversion of use to a new commercial use of less than 10,000 square feet.
