TRI-CITIES RECYCLING AND DISPOSAL FACILITY LANDFILL CLOSURE AND LAND USE PLAN - (PLN2005-00262) - Related proposals on a 375 acre site to consider Certification of Final Environmental Impact Report (EIR) for the landfill final closure plan and final cover, a General Plan Amendment for 46 acres from Agricultural and Solid Waste Facility to Light Industrial land use designation, and rezoning of 46 acres to a Preliminary and Precise Planned District in the Industrial Planning area at the western terminus of Automall Parkway.

Item 5. HISTORIC RESOURCES GENERAL PLAN AMENDMENT/ORDINANCE - Citywide - (PLN2003-00153) - to consider General Plan and Fremont Municipal Code amendments relating to city procedures, standards and regulations for historic resources.
The proposed General Plan Amendment would clarify the process for designating/listing of local historic resources. This new listing process would no longer require a General Plan Amendment but would require HARB recommendation and City Council approval by resolution. The listing of local historic resources would be known as the "Fremont Register". Listed resources would be identified on the City's Geographic Information System and in the General Plan through an informational appendix. The designation as a Fremont Register resource would not be considered as a General Plan land use designation.
The Fremont Municipal Code Amendments propose revisions, clarifications and consolidations to Articles 18.4 (H - Historical Overlay), 19.1 (Historical Architectural Review Board), 19.2 (Historical Resources) and 19.3 (Demolition of Buildings or Structures Fifty Years or Older) while adding new text pertaining to the review processes, procedures and standards of review for projects associated with historical resources. In addition, the City zoning maps would be amended to replace the current "H" label with an "HOD" label to represent existing Historic Overlay Districts. The new label would not change the present boundaries of the existing overlay districts.
The project is exempt from the California Environmental Quality Act per Guideline 15061(b)(3), no potential for significant effect.
