The City of Fremont has been working with the California Department of Transportation (Caltrans) regarding the transfer of ownership (relinquishment) of State Route 84 (SR84) between Interstate 880 and Mission Boulevard. The route includes portion of Thornton Avenue, Fremont Boulevard, Peralta Boulevard, and Mowry Avenue.
In February 2018, Senator Bob Wieckowski sponsored Senate Bill 989 (SB989) authorizing the relinquishment of SR84 in Fremont. On October 9, 2019, the California Transportation Commission (CTC) approved the SR84 Relinquishment giving the City of Fremont local control over this street right of way and setting the stage for a multi-year plan to upgrade the quality of the road. Construction projects are planned for Thornton Avenue and Fremont Boulevard in 2021 (Phase 1), Peralta Boulevard in 2022 (Phase 2), and Mowry Avenue in 2023 (Phase 3).
The Phase 1 project referred to as the “Centerville Complete Streets” project has been funded for design and construction through an Alameda County Transportation Commission (ACTC) grant in the amount of $8.7 million and for pavement rehabilitation through State funds. The Centerville Complete Streets Project will repave the streets and implement “complete streets” improvements to enhance safety and mobility for all users including drivers, pedestrians, bicyclists, school children, and businesses.
