On November 8, 2007 the A's submitted an application for a Community Specific Plan. This application allows the City to begin the California Environmental Quality Act (CEQA) process, including the preparation of an Environmental Impact Report (EIR) on the proposed project. During the EIR review, there will be opportunities for public hearings and comment to the Planning Commission and City Council.
The cost of preparing the EIR is paid by the A's, with the City of Fremont serving as the lead agency in its preparation. Starting the CEQA process does not guarantee that the project will be approved by the City.
The City of Fremont is compiling a list of interested parties who would like to receive notices of public meetings about this project.

The City Council held a Work Session on January 15, 2008 to hear a presentation by LSA Associates on the Environmental Impact Report (EIR) process and schedule.

The City Council held a work session on September 18, 2007 to hear an updated presentation from the Oakland A's on their proposed Ballpark Village land use plans. Keith Wolff, co-owner of the A's, and Marty Borko from Gensler Architects, discussed the following items with regard to the proposed Ballpark Village: residential density, land use variety/flexibility, school site and design, connectivity and walkability, parks, parking and transportation, and sustainable elements.

On May 22, 2007, the City Council approved a set of General Guidelines to help evaluate the feasibility of the proposed Ballpark Village Project and to provide the A's with an understanding of the City's interests. The proposed Guidelines address financial and business issues, planning issues, the public review process, and the negotiation process. Specifically, the General Guidelines will be used to help frame the business negotiations and help guide the City and the A's through the entitlement process.
These business negotiations are non-binding and do not commit the City to the Ballpark Village Project. The purpose of these negotiations is to further examine issues and clarify the understandings and guarantees of all parties involved in the proposed project. The outcome of these negotiations will be contained in a Business Terms Sheet with the A's that will be presented to the City Council for review and public discussion.

At the May 8, 2007 City Council meeting, the A's co-owner Lew Wolff provided a progress report on the A's conceptual plan for a Ballpark Village. He also presented the City Council with an economic benefits analysis the A's commissioned titled "Economic and Fiscal Revenue Impacts of a Proposed Ballpark Village on the City of Fremont and the Economic Base of Alameda County."

The Oakland A's submitted a Development Agreement application on April 19, 2007 on property they own at 5070 Brandin Ct.
This application is related to the business negotiation between the City and the A's regarding their pending ballpark village proposal. This is not a land use planning application for the project.
The Development Agreement application formalizes the preliminary discussions between the City and the A's regarding the business terms. These business terms discussions relate to financial issues such as cost and ownership of the ballpark, and other financial and business matters related to the project.

On May 10, 2007, the A's announced that they had completed land transaction agreements enabling the Ballpark Village process to move forward. At the same time, the A's stated the total amount of land under their control is 226 acres.
On November 14, 2006, the A's announced they had reached agreement with Cisco Systems to purchase property to construct a new ballpark - named Cisco Field - along with a mixed-use Ballpark Village.
