Community Development Block Grants (CDBG)

CDBG funds must be used to:

The following groups are eligible to apply for CDBG funds:

  • Public entities.
  • Non-profits.
  • Secular service organizations. 

Eligible Projects

 
The City of Fremont uses its CDBG funds in three ways, within specified federal guidelines, as described below, and has developed a standardized process for distributing CDBG funds.
 

1. Capital "Bricks and Mortar" Projects (at least 65% of funds)   
                                                                       

Capital Projects 

  • Acquisition, construction, or rehabilitation of facilities and improvements for community use (i.e. for childcare centers, homeless shelters, or health centers used predominantly by low and moderate-income persons).
  • Housing rehabilitation and emergency grant assistance to improve housing occupied by low and moderate-income households.
  • Activities to stimulate the production of affordable housing for low and moderate-income households (families, seniors, and disabled).

 

2. Public Services (up to 15% of funds) A majority of these funds are combined with City General Fund dollars and are made available through the Social Service Grant process.
                                                                                             

Public Services 

  • Social Services for low and moderate-income persons.
  • Housing related public services.
  • Activities to affirmatively further fair housing. 

 

3. Administrative Costs (up to 20%)
                                                               

Administrative Costs 

These funds pay for the City's costs in administering the CDBG program.
