ECHO (Home Equity Conversion): Funds to administer the Home Equity Conversion (HEC) Program. HEC Counselors help needy seniors to understand the subject of reverse mortgages and to decide if pursuing a reverse mortgage is right for them. For those seniors that decide to obtain a reverse mortgage, ECHO will assist them through the process.

ECHO (Rental Assistance Program): Funds to administer the Rental Assistance Program (RAP). This program helps low to moderate-income households to pay overdue rent or to cover move-in costs. The RAP also provides financial management services.

East Bay Community Mediation Services: Funds to provide mediation and conciliation services as mandated by the City of Fremont Residential Rent Increase Dispute Resolution Ordinance. East Bay Community Mediation Services seeks to facilitate outcomes to disputes over rent increases that are acceptable to both parties involved.
