The City of Fremont contracts with ECHO Housing, a non-profit agency, to operate the Rental Assistance Program (RAP). This program helps low to moderate-income households pay for delinquent rent or move-in costs.
RAP assists renters by providing a loan guarantee for security deposits or delinquent rent. The tenant then makes payments directly to the landlord until the amount owed is paid in full.
