The Storm Drain Stenciling Program was established by the City's Environmental Services Division as a mandate of the Federal Clean Water Act to improve water quality in our local waterways, and help the wildlife and the environment.
The program is a great way for students to earn community service hours or for scouts to earn a badge. The program involves painting storm drain inlets with the message "No Dumping Flows to Bay."

Volunteers are asked to stencil in areas consisting of private streets, which include any area managed by a homeowner's association or property manager. These would include apartment complexes or homes with street names that end in "Common". In order to stencil these areas, you will need to get permission from the apartment property manager or owner, and/or the homeowner's association.

The City's Environmental Services Division will provide a kit to help complete your stenciling project. The kit contains the following equipment: masks, gloves, paint, stencils, brush, and orange safety vests and cones. Door hangers are supplied with the stenciling kits. These should be distributed at the time of stencil application. They are a tool to educate residents why stenciling of storm drains is important in preventing water pollution.
