These 3 ordinances contain local amendments to California Building Codes and California Fire Codes: 

  • Chapter 1 of the Building Regulations in the Fremont Municipal Code contains local amendments to 2007 California Building, Electrical, Mechanical, and Plumbing Codes and adopts certain provisions of the 2002 California Existing Building code. 
  • Chapter 2 of the Building Regulations contains Fremont provisions for Building Security. 
  • Chapters 3 and 4 of Fremont Municipal Code are Fremont adoptions of the 1997 Uniform Housing Code and Uniform Code for the Abatement of Dangerous Buildings.

Earthquake Hazard Reduction Ordinances

The two ordinances posted here are designed to mitigate and reduce earthquake hazards of certain types of buildings. The Soft-Story Apartment Earthquake Retrofit Ordinance is a voluntary ordinance developed to address earthquake hazards of apartments with tuck-under parking that were not specifically designed to consider the effect of reduced stiffness of the building at the ground level due to parking garage opening.  The Tilt-up and Reinforced Masonry Buildings with Flexible Diaphragm Ordinance, locally referred to as the TRM Earthquake Retrofit Ordinances, were enacted to require repairs of certain weaknesses at the connection of walls to wood or other flexible roof and floor systems.

Wood Burning Fireplaces

The City of Fremont has adopted an ordinance that does not allow new installation of wood burning fireplaces or appliances and requires modification of existing wood burning appliances and fireplaces under certain conditions. The ordinance sets the required standards and conditions.
