The 138-acre Niles Redevelopment Project Area is located at the western edge of Niles Canyon, near the intersection of Niles and Mission Boulevards. The Project Area is centered around the historic commercial district, which traces its origins back to the late-1870s and the arrival of the Southern Pacific Railroad. Developed as a classic "one-sided" railroad town, serving railroad workers and local ranchers, Niles, by the 1910s, also included one of California's first silent film studios, Essanay, which significantly produced some of Charlie Chaplin's early short films. |

In 1956, Niles, along with Mission San Jose, Irvington, Centerville and Warm Springs were incorporated to form the City of Fremont. Over 2 decades later, in 1977, the Niles Redevelopment Plan was adopted with the goal of revitalizing the historic commercial district and surrounding residential area. The Redevelopment Plan was amended in 1994 and 1998; the 1998 amendment expanded the Project Area to its current 138 acres and also fiscally merged Niles with the City of Fremont's 3 other Project Areas.

In September 2001, the City Council approved the Niles Concept Plan, the culmination of a 2.5 year planning effort to develop a vision for the Niles District.
The Plan's vision is to:
- Retain the eclectic character and diversity of the Niles District.
- Encourage revitalization through rehabilitation of the existing buildings and through new construction that is appropriately scaled and designed for the District.
