Cape Seal (2008)

What is the Cape Seal project?

 
A cape seal is a treatment applied to streets to improve the surface and protect it from further deterioration.  The treatment involves multiple steps:
  • The first step involves spraying an asphalt rubber binder oil on the pavement.
  • As the oil is sprayed, aggregate rocks ("chips") are placed on the pavement and compacted into a thin layer by heavy rolling equipment.  This step of the process does NOT require the street to be closed. 
  • The pavement is swept by a street sweeper to remove excess chips.  Once the initial sweeping is complete, the street is reopened to low speed traffic, not for parking.
  • The last step occurs 1 to 2 weeks after the sweeping work.  It involves the placement of an asphalt emulsion over the rock layer.  The street is closed off to parking and traffic for a period of up to 4 hours to allow the emulsion to set.  Once the emulsion is set, the work is complete and the street is open to traffic and parking.

What hours of the day will the work occur?

 

  • Work hours will be from 7:30 a.m. to 5 p.m.
  • Lane closures are allowed between 8:30 a.m. to 4:30 p.m.

How will this work affect my commute?

 

Resurfacing activities will require temporary lane closures.  Drivers should anticipate delays and are encouraged to use alternate routes during construction.  Warning signs will be posted in advance of construction areas to inform motorists of lane closures.

 

Will parking be allowed on the streets?

 

Due to the nature of the project, parking will be restricted on streets where work is scheduled.  "No Parking" signs will be posted on each street 72 hours prior to work.  The posted signs will state the date and times when parking will be restricted.  Vehicles parked in areas where work is scheduled will be towed at the owner's expense.

 

How will garbage collection be handled?

 

If your normal trash pickup is scheduled on the same day as the pavement work, you can leave your trash containers out on the curb or street as you normally would. The contractor will coordinate their work with the garbage collectors to ensure that you do not experience an interruption in service.

 

Is there anything I can do to make this project a success?

 

  • Given the uncertainties that arise during street construction, we ask for your understanding when the work schedule must be revised.  We recognize that the lack of parking and traffic delays are an inconvenience and we will work to minimize their impact.
  • In order to perform the street work, we request that you park off the street or in some other convenient area when work is scheduled as indicated by the posted signs.
