I-880 at Mission Boulevard Interchange Reconstruction Project

Notice of Roadway Construction

The Mission/I-880 Interchange and HOV Lanes project is designed to enhance traffic efficiency, safety and capacity in and around the interchange of I-880 and Mission Boulevard (Route 262) in southern Fremont.

This project will improve traffic flows on the freeway as well as between I-880 and I-680 along Mission Boulevard. Local traffic circulation between commercial and industrial areas on both sides of I-880 will be improved by the extension of Warren Avenue over I-880. The project extends existing carpool lanes to connect with carpool lanes in Santa Clara County.

Funding

The $178 million project is funded by:

  • The State of California
  • The City of Fremont
  • The Federal Highway Administration
  • Alameda County's Measure B half-cent transportation sales tax

Construction Phases and Project Components

This project will be constructed in three phases with the following project components:

Phase 1A (fully funded and under construction)

  • Direct connectors in each direction to/from I-880 and Mission Boulevard.
  • New Warren Avenue overcrossing offering local traffic a direct connection across I-880, including bike lanes.
  • Auxiliary lanes and HOV lanes in both directions on I-880 from Fremont Boulevard to the County line at Dixon Landing Road.
  • HOV lanes will be added (by restriping existing roadway) on I-880 from Dixon Landing Road to Route 237/I-880 interchange in Milpitas.
  • Widen I-880 from three lanes in each direction to four lanes in each direction between Fremont/Cushing to the new interchange (I-880/Mission).
  • Widen I-880 from three lanes in each direction to six lanes in each direction between the new interchange (I-880/Mission) to the county line.

Construction of phase 1A is anticipated to be completed in Fall 2008.

Phase 1B (partially funded)

  • Widen Mission Boulevard underpass beneath the railroad tracks from two lanes in each direction to three lanes in each direction.
  • Replace two Union Pacific Railroad bridges over Mission Boulevard.
  • Rebuild on and off ramps between Mission Boulevard and Kato Road.

Phase 2* (not yet funded)

  • Construct grade separation at Warren Avenue creating a Warren Avenue underpass beneath the railroad tracks, enhancing safety and efficiency for both rail and street traffic.
  • When BART is extended from Warm Springs into Santa Clara County, BART service will utilize the new grade separation.

* This project is not funded by Measure B or the State, and will be delivered independently.

Construction Updates

Beginning Friday, December 23, 2005 the northbound I-880 off-ramp to Gateway Boulevard will be closed permanently to allow for the construction of the new Warren Avenue Interchange and I-880/Route 262 connection. This permanent closure is necessary to facilitate the construction in a safe and timely manner.

After the new interchange is built and opened to traffic in the Fall of 2008, a northbound I-880 ramp to Warren Avenue will be opened to access Gateway Boulevard. Traffic will be detoured to the Fremont Boulevard Interchange, onto Fremont Boulevard and to Gateway Boulevard.

Beginning December 10, 2007, the on-ramp from Kato/Warren Ave. onto Mission Blvd. (Eastbound-262) will be permanently closed. Kato Road access will be re-established later as part of a future project.

It is expected that traffic volumes at the Fremont Boulevard Interchange will increase significantly and local traffic is encouraged to devise alternate routes.
