Requirements for Solid Waste and Recycling are addressed in the Waste Handling Guidelines.   The applicant is responsible for incorporating the specifications of the Waste Handling Guidelines into the project.

Trash Enclosures

Trash Enclosures for garbage, recycling and food waste containers are required for:

  • Any new commercial, industrial, or institutional development, for which a building permit application is required, in all zoning districts.
  • All new or significantly remodeled multiple-dwelling residential developments without enclosed and individually accessed garages (5 or more units).

Construction and Demolition Debris Recycling

Construction and demolition debris make up at least 20% of the waste landfilled in Fremont.  The City of Fremont requires reuse, recycling, and proper disposal of demolition and construction debris. 

Before permits are issued, a Waste Handling Plan must be completed.  At the conclusion of the project, applicant must submit a Waste Diversion & Disposal Report including copies of weight tags and/or receipts, for all construction/demolition materials.
