Hyraulic Sizing Criteria for Pollutant Removal Treatment Systems

Stormwater treatment measures must be constructed on site to manage stormwater pollutants.  The Stormwater treatment measures must be hydraulically sized to treat stormwater runoff from relatively small sized storms that comprise the vast majority of storms.  All areas of a project site shall receive stormwater treatment.  The hydraulic sizing method will depend on the type of treatment measure used as follows:

Volume-Based Treatment Measures: Treatment measures whose primary mode of action depends on volume capacity, such as bioretention areas or infiltration structures. The volume of annual runoff required to achieve 80% or more capture, determined in accordance with the methodology set forth in Appendix D of the California Stormwater Best Management Practices Handbook (1993), using local rainfall data. 
Flow-Based Treatment Measures: Treatment measures whose primary mode of action depends on flow capacity, such as swales, sand filters, or vegetated buffer strips. The flow of runoff resulting from a rain event equal to at least 0.2 inches per hour intensity (uniform intensity approach).
