To report illegal dumping of Hazardous Material in a storm drain, creek, or stream, please dial 9-1-1.

To report illegal dumping of a Non-Hazardous Material (pollutants) in a storm drain or anywhere else in the City of Fremont, please do one of the following things:

  1. Call a City department listed below in our Useful Numbers.
  2. Visit the Report a Hazard page.

What is illegal dumping?

Illegal dumping is the unwanted disposal of non-hazardous materials on public or private property.  Some materials have included garbage, mattresses, car parts, barrels, concrete, piles of wood, and a various other types. Illegal dumping usually occurs from avoiding disposal fees or the effort to properly dispose of materials.  On average, 14 tons of debris and trash are left on City streets and properties every month. 
 

Who illegally dumps waste?

Any one particular "illegal dumper" is hard to profile. Some of the offenders can include: contractors, unlicensed waste haulers, automobile shops, scavengers, or local residents that possibly don't have garbage service.
 

Why is illegal dumping an issue?

  • Illegal dumping of debris and garbage can be an issue because some
    dumped areas are accessible to the public and can be hazardous for them.
  • It can attract unwanted pests, such as rodents or mosquitoes and other kinds insects.
  • It can get into our local waterways and can be unhealthy to our drinking water and to plants and wildlife.
  • It might cause flooding and damage to our public storm drains.
  • It uses City funds and staff hours to investigate illegal dumping cases, collect the materials dumped, and dispose of the materials properly.

Can someone get cited for illegal dumping?

Yes. The City of Fremont can cite property owners with excess debris left on or in front of their property and can cite anyone responsible for illegally dumping debris or trash on public or private property.  Fines can range from $100-$1,000 per violation per day depending on the severity of the violation.
 

How should I legally dispose of materials?

For Hazardous Materials:

The Alameda County Environmental Health Department currently operates three drop-off facilities for household hazardous wastes. The facilities, located in Hayward, Livermore and Oakland, are free to all Alameda County residents on a limited drop-in and/or appointment basis.

For Non-Hazardous Materials:
  • Notify your local garbage company for adequate services. Contractors and residents in Fremont, please contact Allied Waste Industries at 510-657-3500 for service.
  • Schedule a bulky goods pickup.  Fremont residents are entitled to two bulky good pickups per year. Contact Allied Waste Industries at 510-657-3500 for more information.
  • When purchasing appliances and furniture, make arrangements with the store to pick up your old items. They may charge a fee for this service.

How do I reduce illegal dumping on my property?

  • Place signs on your property warning that illegal dumping is a violation.  Please check with the City's Development Services Center at 510-494-4443 for sign requirements.
  • Place cameras on your property to help discourage illegal dumping.
  • Place appropriate lighting in high dumping areas on your property to discourage "midnight dumping."
  • Build some kind of barrier on the property, which may include fences, posts, berms, or concrete highway dividers.  Please check with the City's Development Services Center at 510-494-4443 for fencing and barrier requirements.
  • Maintain and keep your property free of debris and litter. Property that is not maintained and clean is target for illegal dumping.
  • Clean and maintain vegetation and vacant land free of debris and overgrown vegetation.
  • Involve everyone on the property. If you have tenants, provide information and let them know where to report illegal dumping.
