Descriptions of Division Responsibilities

The Fremont Fire Department employs 154 people in four divisions:

  1. Administration/Personnel
  2. Operations
  3. Emergency Medical Services and Training
  4. Fire Prevention/Hazardous Materials Management Bureau   

Fire Station Four

Each division has unique responsibilities that support the overall successful function of the Fremont Fire Department.

The Administrative Services Division provides analysis, advice and support to the Fremont Fire Department and ensures compliance with internal and external systems, processes, and mandates.  As well, the Division promotes responsible fiscal management, coordinates purchases and manages the department's $26 million budget.  Admin Services also oversees compliance with legal and contractual issues.  The Division is often the first point of public contact with the Fremont Fire Department and acts as a public information conduit.

The Emergency Medical Services Division administers a paramedic program nationally recognized for excellence, provides departmental infection control oversight, manages the department's quality improvement plan for emergency medical services and medical dispatch, and supervises education and certification of all departmental personnel.  The EMS Division also acts as the departmental liaison with area hospitals and local, state and federal emergency medical services and fire agencies.

The Fire Prevention/Hazardous Materials Division works to reduce the factors which contribute to the cause and spread of fire through consulting with the public, issuing permits, inspecting buildings for fire code and hazardous materials compliance, and developing and recommending new or modified codes to the City. Public education and fire prevention programs such as "Learn Not to Burn" and the Juvenile Fire Setter Prevention program are developed in this division.

Operations Division personnel respond to fire, emergency medical aid and rescue calls from 11 fire stations located throughout Fremont. Operations includes paramedic emergency medical services delivered from 11 fire engines and 2 aerial ladder trucks, a hazardous materials emergency response team, and a technical rescue team.

In 1999, the State Office of Emergency Services designated Fremont Fire Department as a certified Heavy Rescue Department. This designation resulted from the Fire Department achieving a state standard in training and equipment outfitting. This designation means that Fremont firefighters are trained and equipped to conduct the complex rescue assignments that may result from a building collapse or an earthquake anywhere in the state.

The Personnel Division offers support and guidance to 154 Fremont Fire Department employees.  The Division plans and implements entry and promotional examinations and develops departmental leadership and management skills.  Personnel is also responsible for fact-finding in internal investigations and oversees on- and off-the-job injury and illness issues. 

The Training and Support Services Division prepares and conducts employee training and coordinates volunteer program efforts for the Department. The Training Section develops and conducts ongoing skills training and staff development programs for the Department. In February 1997, the Fremont Fire Department was designated as one of only six Accredited Local State Training Academies by the California State Fire Marshal.

Volunteer programs coordinated and managed by the Training and Support Services Division include Explorer Scout Post 173, Community Emergency Response Teams (CERT), and the volunteer adjunct staff members of the Support Services group.
