In 1996, Statewide participation was implemented by establishing pilot programs in four California locations, utilizing a grant funded by Chevron USA. The City of Fremont was one of the initial four chosen to be a "Champion" in April of 1996. In June of 1996, Millard and Blacow elementary schools were chosen as the first two sites in Fremont to commence the Learn Not to BurnŽ pilot program.
The program has since expanded to seven schools in the Fremont Unified School District. In addition, the pre-school program is being utilized in all of the City of Fremont's Tiny Tots facilities. It teaches fourteen key behaviors including:
- Stop, Drop, and Roll.
- Crawl Low under the Smoke.
- Match and Lighter Safety.
- Cool a Burn.
- Community Helpers.
- Reporting Fire and Smoke immediately.
- Fire and Smoke Drills.
- Exit Signs and Knowing Two Ways Out of Buildings.
- Smoke Detectors.
- Home Hazard Inspections.
- Home Escape Plans.
- Fire Safety Around Home Heating Sources.
- Fire Safety with Flammable Liquids.
- Practicing Outdoor Fire Safety.
Instruction
The instruction is provided by the classroom teachers, with support from Fire Department staff.
Teachers receive:

Orientation provided by the Fire Department staff.

NFPA Resource Books.

A binder explaining the program, any required paperwork (tests, evaluations sheets, etc.), letters to the parents, and reproducible activity sheets.
Technical Support
Technical support by the fire department Learn Not to BurnŽ Coordinator includes:

Scheduling of firefighter visits.

Coordination of paperwork and supplies.

Monthly support/reminder letters.
All of the lessons taught by the teachers are reinforced by a visit from a fire department engine or truck company. Fire Personnel provide demonstrations using props, videos, and fire department equipment and clothing to ensure that the fire safety lessons are retained.
The long term goal for the Learn Not to BurnŽ Program is to establish the program in all elementary schools within Fremont.
