Background Measure R

In developing the budget and work-plan for capital improvements for 2001-2006, staff identified over $50 million in public safety capital needs for which there was no source of funding. In November 2001, at a Budget Update study session, the City Council directed staff to explore options for a revenue measure that could fund some or all of these projects. 

 

A project team consisting of a representative from the Fire Department, City Manager's Office, Police Department and Engineering developed a list of potential projects for a bond measure and developed cost estimates for those projects. The City also engaged a polling firm to determine the willingness of Fremont voters to support a new tax for public safety projects. In addition, staff met with various citizen, business and employee groups to provide information about the City's public safety needs, receive input and answer questions.

In June 2002, the City Council considered and approved a list of projects to include in what became known as the Fire Safety Bond measure. The City Council then passed an ordinance ordering the submission of the bond measure to the voters at the November 5, 2002 elections. The Fire Safety Bond measure became Measure R at the elections, and passed by a 74.4% vote.
