CUPA Program Facts

The Fremont Fire Department is the Certified Unified Program Agency (CUPA) for all businesses in the City of Fremont.

The CUPA consolidates the following environmental programs:

  • Hazardous materials management plan and inventory (HMMP) and the hazardous materials business plan (HMBP).
  • Risk management program (RMP).
  • Underground storage tank (UST) program.
  • Spill prevention, control and countermeasure plan (SPCC) for aboveground petroleum product storage.
  • Hazardous waste generators.
  • On-site hazardous waste treatment (Tiered Permit).
