Except for C.E.R.T., the Fremont Fire Department is currently not accepting new volunteer applications for the programs listed above due to budgetary constraints.
The CERT Training is a community service program offered by the Fremont Fire Department and its Support Services Division. The training involves preparing neighborhoods or community based teams to be self-sufficient in the hours immediately following a disaster.
Five three-hour classes are taught by Firefighters and members of the Support Services Division in the following areas:
- Earthquake preparedness.
- Non-structural hazard mitigation.
- Utility control.
- First aid.
- Basic firefighting using extinguishers.
- Light search and rescue techniques.
- Disaster psychology.
- Team organization and management

The Support Services Division is a group of volunteers dedicated to assisting the Fremont Fire Department and the City of Fremont in many aspects of Disaster Preparedness.
The five main programs are:
- Public Education
- Strategic Containers
- Emergency Shelters
- Disaster Medical

Fremont Fire Explorer Post #173 is a career development organization open to anyone who is:
- Age 15 through 21 and has completed the eighth grade.
- Maintaining a 2.0 or better grade point average.
- Interested in exploring a career in the fire service.
The program includes:
- Monthly training.
- Business meetings.
- Community involvement projects.

The Fremont Fire Department Rehabilitation Unit volunteers provide refreshments for the employees of the Fire Department at emergency incidents and major disasters. They also support firefighters at structure fires, wildland fires, and other emergencies.
The Fremont Fire Department has opportunities for volunteers to assist in a wide variety of assignments such as:
- Clerical work.
- Special projects.
- Hydrant maintenance.
- Logistical support.
- Other assignments as needed.
