Electrical, Mechanical and Plumbing

These permits are sometimes referred to as "trade permits." The work covered by these permits may be associated with a building permit for a project, or may stand alone for specific projects. City staff provides inspection for permitted work to verify compliance with the appropriate code.

  • An electrical permit is required for most electrical work. Any change to a wiring system must be done by permit.
  • A plumbing permit is required for new plumbing work or for replacing a water heater.
  • A mechanical permit is required to replace a furnace or add an air conditioning system, but not to make repairs to existing equipment.

Why do I need this permit?

Because California Code and the City of Fremont regulates construction to ensure that it is safe and up to code.  Here are some of the benefits for pulling a permit:

For an Electrical Permit

  1. because electricity is dangerous and needs to be installed per the national electrical code.
  2. to help prevent shock hazards that can lead to injuries and death.
  3. to help prevent electrical fires that can destroy your home or business due to faulty wiring.
  4. to help avoid electrical short circuiting in appliances at your home or business and causing damage to the appliance.
  5. your homeowner's insurance company requires one.

A Mechanical Permit is required to replace a furnace or add an air conditioning system.  You should pull a permit because your home or business is an investment and receiving inspections during mechanical work reduces the potential hazards of unsafe construction and potential of malfunctioning of the installed system, equipment or appliance.

Plumbing Permit is required for any new plumbing to ensure that drainage fittings, water piping, gas piping and water heaters are all installed properly. For a water heater, earthquake straps are inspected because they prevent structural damage and the gas pipe from rupturing during an earthquake.  



How do I get this permit?

Trade Permits are issued at the Development Services Center at 39550 Liberty Street, Map to Development Services Center during normal business hours. Usually these permits can be issued over the counter without the submittal of plans. View the Permit Application Form.

What do I do once I get this permit?

At certain phases of the project, we will provide inspection of the work to make sure the construction is in general compliance with the appropriate code. If you are not sure when inspections are required, contact your building inspector. Their name and phone number can be found on the inspection record card.
