Permit Exceptions

Building permits are required for most projects, with a few exceptions such as the following:
  • One-story detached accessory buildings used as tool and storage sheds, playhouses, etc., providing that the floor area does not exceed 120 square feet and it is not more than 12 feet high.

  • Backyard fences under 6 feet high (including lattice); however, planning & zoning code must be met. 

  • Retaining walls that are not over 4 feet (1219 mm) in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding Class I, II, or III-A liquids. Please note: retaining walls in the hill area require review by the Engineering Department.

  • Platforms, walkways, and driveways not more than 30 inches above grade and not over any basement or story below.

  • Painting, papering and similar finish work

  • Electrical switches

  • A plumbing permit is not required for changing existing water faucets or for the repair of plumbing fixtures.

  • A Mechanical Permit is not required to make repairs to an existing furnace or air conditioning system. 

  • Replacement or installation of kitchen counter tops.

PLEASE NOTE: Although your project may not require a building permit, it is recommended you obtain Planning Division approval before beginning any project.  A plot plan may be required for approval.  For more information, please contact the Planning Division at 510-494-4440.
