A reroofing permit is required to verify that roof work is done properly and installed to code to reduce leakage observable at the time of inspection and to ensure compliance with the Fire Code. Certain areas in the City of Fremont are designated Hazardous Fire Areas and require special roofing systems. Also, certain roofing systems must be installed according to the manufacturer's installation instructions, must be available at the job site for the inspector's review.
How do I get this permit?
Permits to reroof your house are issued at the Development Services Center at 39550 Liberty Street 8 a.m. through 4 p.m. Monday through Thursday, and 8 a.m. through noon on Friday. These permits are issued over the counter and the applicant needs to provide a description of the system used as well as the manufacturer's installation report, if applicable. A typical reroof project requires three inspections:
The first inspection, referred to as "roof deck," takes place when the roof covering is completely removed and the area is prepared for the new roofing materials. If the existing deck is damaged, it must be repaired. When the entire existing framing is rotted or damaged, a new deck needs to be constructed. All decking materials must be fastened in place prior to this inspection.
The second inspection occurs during the installation of roofing materials and is referred to as "the work-in-progress." The inspector will inspect that the roofing is installed properly, generally at a 75% completion point. A ladder must be provided for access for the roof deck and in-progress inspections.
The last inspection is a final review of the installation. Because the inspector has made the previous inspections, access to the roof may not be required for the final inspection. This should be verified with your inspector prior to the inspection.
