Why do I need this permit?

 
An Encroachment Permit assures the City that property will not be damaged and if so, proper repairs are made.
 
An encroachment Permit is required any time construction work will be conducted within the public right of way. Encroachment permits may be obtained from the Engineering Division located on the second floor of the Development Services Center, at 39550 Liberty Street Environmental Services.


How do I get this permit?

 
To obtain an Encroachment Permit, please submit three (3) copies of plans and an Encroachment Permit application to:

Encroachment Permits require a bond through an insurance company or an automatically renewable Certificate of Deposit from a bay area bank for routine permits such as utility cuts, sewer laterals, concrete work, pools, etc. Upon the inspector's approval of the work, the bond will be released.

Insurance must be on file with the Community Development Department  prior to issuance of an Encroachment Permit. Contact the Engineering section, if you have any questions regarding the insurance requirements at 510-494-4700.

What do I do once I get this permit?

 
Once an encroachment permit is issued:

1.      If your work involves digging, call USA Underground Alert at 800-227-2600, two working days prior to the start to the start of work.

2.      Notify the inspector of your project at least one working day prior to commencement and upon completion of work. The inspector's name and telephone number is located at the bottom of the permit. Call the Engineering Division at 510-494-4700 between the hours of 8 a.m. and 5 p.m. with any questions.

Issuance of and Encroachment Permit does not relieve the permittee of the responsibility to obtain permits that may be required by other agencies.
