Why do I need this permit?

The Fremont Municipal Code (3-7100 - 3-7112) provides the framework and guidance for the issuance of Special Event Permits within the City of Fremont. In general, any organized activity impacting City services or involving the use of, or having impact on, public property, public facilities, sidewalks, medians, or street areas requires a permit. In addition, any organized activity on private property that requires an ABC license; tent permit, canopy permit, stage permit; uses vendors in the event, or falls outside the conditional use of the property also requires a Special Event Permit. 
 
All Special Events regardless of whether it is a Low Impact or High Impact Event must complete the Special Events Permit Application below.
Sec. 3-7102 of City of Fremont Ordinance 2464 requires:
 
Application for a Special Event Permit shall be made at least ninety (90) days prior to the Special Event.  The City Manager or his or her designee may authorize submittal of an application for a Special Event Permit thirty (30) days prior to the Special Event if the event is planned to have fewer than 500 people attending, does not require closure of a public right of way, will not require the diversion of regularly assigned public safety personnel, and does not negatively impact emergency access, parking or traffic in the surrounding area. The City cannot guarantee approval if the application is received late. It is suggested that all new events, regardless of the impact, be submitted an additional 30-60 days prior to the event application deadline.

If the application is incomplete, it could affect the event date.

All Applications must be returned to Nancy Tacchella (510-494-4473) at the Development Services Center (Permit Center) at 39550 Liberty Street.
 
Upon receipt of your application the City assigns a coordinator to help guide you through the permit process. This coordinator will inform you of all the required documents needed (insurance, site plans, traffic plans, parking plans, garbage plans, etc) to complete the application.  This coordinator distributes copies of your application to all City departments affected by your application for review.

How much does it cost?

Many events require the use of City services as a condition of the respective event. The City strives to keep fees as low as possible by charging only for the cost of processing the application and City services. In addition to the cost of inspections and other City services (i.e. Police and Fire), other fees such as a building permit fee will apply for tents, stages, etc. Depending on the type of event, the respective fees may vary. All costs of providing City services associated with a special event will require a deposit if the projected costs of City services exceeds $5,000. Effective January 1, 2004 the following application fees will apply:
  • Low impact events (uses 2 or fewer City services):  Application fee $20
  • High impact events (uses 3 or more City services and/or has an impact on businesses, residential neighborhoods and requires the use of roadways):  Application fee $100
  • Additional fees will be determined, upon review of the application.


What do I do once I get this permit?

Check the application due dates in the instruction section of the special events application. Applications for high impact or large special events must be received by the City at least 90 days prior to the event in order to be processed.

Once your application has been approved and you comply with City requirements and permit conditions, you are permitted to have your event. It's advised that you do not advertise your event until, you have met with the City's Special Event Committee and/or have tentative approval for your event. Please keep a copy of the permit with you at all times during the event, in case City staff asks for it.

Failure to apply for a special event permit (3-7111) is a misdeameanor.
