Overcrowding Hazards

Overcrowding in a building or assembly area can be a serious life safety hazard should a fire or other disaster occur.

How do I know if an overcrowding condition exists?

Some examples would be:
  • If a maximum occupancy load is posted, and the total number of people exceeds that number....
  • If exits and/or aisleways are blocked by temporary seating or a "standing room only" situation....

If you observe an overcrowding situation that poses immediate danger to life and/or property, you should dial 9-1-1.

If you observe an overcrowding issue that needs to be addressed but is not an immediate threat, you can use the Report a Hazard form and we will investigate the problem.

During normal business hours, you can contact the Fremont Fire Department Prevention Division at 510-494-4280, Monday through Friday, 8 a.m. to 5 p.m.
