Maintenance crews will be dispatched to inspect the sidewalk and make temporary repairs if the concrete sections have a vertical displacement of more than 1/2 inch. The temporary repair may be made by grinding the sidewalk or filling the displacement with an asphalt patch.
Locations of sidewalks that have been temporarily repaired are forwarded to the Engineering Department and considered for permanent repair as part of the Citywide Concrete Repair Program.
Purpose of Program - The Citywide Concrete Repair Program was established to eliminate damaged concrete and/or unsafe conditions located in the sidewalk area of the public right-of-way and to make these areas reasonably safe for pedestrians.
Repair Criteria - Permanent repairs to damaged concrete in the sidewalk area shall be made when one or more of the following conditions exist:
- The sidewalk has been damaged by a City maintained tree.
- Vertical displacement of ½-inch or more in the curb and gutter, sidewalk, or driveway.
- Vertical change in design grade of one (1) inch or more within a two (2) foot length of curb and gutter, sidewalk, or driveway.
- Broken or shattered concrete, concrete with open holes, or concrete raised projections which, in the judgment of the City Engineer, constitute a hazard to pedestrians or block drainage.
- Parkway strip concrete (concrete installed in the park strip between sidewalk and curb) is considered to be an extension of the sidewalk and is subject to the same criteria to determine the need for repairs (½-inch vertical separation or one (1) inch vertical movement in two (2) feet). All hazardous concrete in the park strip must be removed. The property owners may elect to have the space filled with soil or concrete per a plan approved by the City at the property owners' expense.
- Upon notification of damaged sidewalk and City determination of a necessary repair pursuant to this policy, the City shall make a temporary repair with asphalt or by pavement grinding. Permanent curb and gutter, sidewalk, and driveway repairs shall be made with concrete consistent with the provisions of this policy. Repair of those concrete areas for which the City is responsible shall be made consistent with the City's ability to finance the same.

- Causes ponding of water eight (8) feet or more into the street.
- The ponding creates a traffic hazard for vehicles.
