First-Time Home Buyer Programs
Welcome to the reality of owning a home! The City of Fremont offers the following programs to eligible first-time home buyers to help them realize their dream of home ownership.
Welcome Home Program
- Maximum loan: $40,000
- Interest: Equity share (deferred until transfer or sale of property or end of loan term)
- Term: 45 years
- Property: Condo, town home, or single family residence located anywhere in Fremont

Welcome to the Neighborhood Program
- Maximum loan: $40,000
- Interest: Equity share (deferred until transfer or sale of property or end of loan term)
- Term: 45 years
- Property: Condo, town home, or single family residence located in specific neighborhoods of Centerville, Irvington, or Niles
Moderate Income Home Ownership Program (aka Below Market Price Homeownership Program)
- Maximum loan: No loan assistance
- Term: 30 years
- Property: Through the City's Inclusionary Housing Ordinance, brand new homes are offered at below market price (via a drawing) to eligible home buyer graduates.
