Responsibilities
The City Attorney, directly appointed by the City Council, serves as chief legal counsel and is responsible for administration of all legal affairs of the City. The City Attorney also serves as Agency Counsel of the Redevelopment Agency.
The City Attorney's Office is responsible for:
- Providing legal advice and opinions to the City Council, City officials, City staff, the Redevelopment Agency, City and Agency Boards, and City Commissions
- Overseeing all work done by outside counsel on behalf of the City
- Providing risk management services through the Risk Management Division

- Drafting and reviewing leases, ordinances, deeds, insurance, bonds, resolutions, contracts, and other legal documents
- Representing the City in litigation, administrative hearings, and other legal matters
- Assisting the City in negotiating complex agreements
