About Fremont's Clean Water Program

Fremont's Clean Water Program was created to implement the Federal Clean Water Act (CWA) which requires local municipalities to effectively prohibit the discharge of non-stormwater (materials other than stormwater) into storm drain systems and watercourses. The San Francisco Regional Water Quality Control Board issues a joint National Pollutant Discharge Elimination System (NPDES) permit to the City of Fremont and seven other Counties and all their Cities.
