Starting or expanding a business is not a simple task. There are several steps involved in the process—from obtaining the correct permits to enlisting the proper services to get your business up and running. Sometimes the process can be overwhelming and confusing, but our Business Ally Program is here to help.


The Business Ally Program provides one-on-one assistance to business owners opening or expanding a business in Fremont. Your Business Ally will provide you with the following services:
  • Facilitate project reviews and pre-application meetings
  • Assist with the permitting process
  • Coordinate with staff and resources from other City departments and outside agencies


  • One point of contact to answer questions
  • In-person meetings and site visits
  • Peace of mind that all City requirements are fulfilled
