HomeKey RFI and RFP
The City is requesting the submittal of Statement of Interests from qualified parties with proven experience in owning and operating affordable housing/permanent supportive housing and interim housing for the formerly homeless. The City will establish a pool of qualified developers/owners to work with the City to jointly submit an application for State HomeKey funding.
Addendum - July 29, 2021
The City is issuing this Addendum #1 to the HomeKey RFI/RFP: The City, under this RFI/RFP, is not only looking for project proposals. The City is also looking for a pool of qualified applicants. If you do not have an identified project to be submitted with this RFI/ RFP, please submit at least the following information by the deadline date to be considered for the pool of qualified applicants.
1) Applicant qualifications, experience, and management of affordable rental housing for the homeless population
a. Qualifications of the applicant and development team (please also include property management experience)
b. Experience and track record of proposed service provider if different than “a” above
c. Experience in completing affordable rental housing projects of similar size and complexity as the proposed project
d. Applicant’s track record of successfully developing affordable housing for the homeless population on time and within budget

Submissions are due to the City of Fremont Housing Division on Wednesday, September 1, 2021 by 2:00 p.m. Submissions should include the following:
- Hard Copies: One (1) original and one (1) copy of complete submission
- USB Drive: All materials must also be submitted on a USB drive. The phased sources and uses of funds, operating pro forma, and any other budget spreadsheet must be submitted in Excel format.

Those dropping off submissions should be advised that the Development Services Center building located at 39550 Liberty Street is open to the public only on Mondays and Wednesdays from 8:00 a.m. to 3:30 p.m. (closed from 12:00 p.m. to 1:00 p.m.). Those using a delivery or courier service should ensure their submission is delivered prior to the deadline of September 1, at 2:00 p.m.
