City Facilities Reopening and New Operating Schedule

Now that California has fully reopened the economy on June 15 and ended the regional tier system, the City of Fremont will be transitioning to a substantial reopening of City facilities to serve our residents and business community beginning July 6, 2021.  

The City will continue to comply with Centers for Disease Control and Prevention (CDC)Occupational Safety and Health Administration (OSHA), and local health agencies to provide a safe workplace for our employees and customers.

Staggered Reopening Dates and Revised Hours

The following information will be updated as additional changes are announced:

    • City Council meetings and many City Board and Commission meetings will continue to be held virtually (either telephone conferencing or Zoom meetings) according to regular schedules or reduced frequency.     • The Fire Marshal will continue to work with Economic Development as needed on business support deemed essential during this time.
    • There will be no public education events in or out of the fire stations; no ride-alongs, and no station visits.
    • Fire Prevention will conduct required annual inspections that can be performed remotely or in accordance with the Alameda County Public Health Officer’s Order and City of Fremont Inspection Protocols.

    • The City of Fremont Recreation Services Division is excited to announce the reopening of Park and Recreation Facilities. Starting July 6, community centers will be reopened to the public. The City of Fremont continues to enhance access to online services to make it easier and more convenient for the public. As the use of online services increases, the City anticipates that the need for in-person services may begin to decrease. As a result, the City is implementing a pilot plan for reopening the Development Services Center. The plan is outlined below and subject to change. Any updates will be available on our Development Services Center webpage.  

The City’s Development Services Center, located at 39550 Liberty Street, plans to reopen on Wednesday, July 7 with a new operating schedule: 

  • On Mondays and Wednesdays, the Center will be open to the public from 8:00 a.m. to 3:30 p.m. (closed from 12:00 p.m. to 1:00 p.m.). 
  • On Tuesdays, Thursdays, and Fridays, the Center will be closed while staff focuses on processing online submittals for permits. City staff from the different divisions within the Center will be available by phone or email to provide assistance. View a list of contact information.

Those needing building, planning or engineering permits also have the option of utilizing online permit services.

Fremont Police Department – 2000 Stevenson Blvd., (510) 790-6800 

  • Police Department Lobby/Records Unit:  (510) 790-6800 - FPD lobby remains open to the public Monday - Friday from 8:00 a.m. to 5:00 p.m. Records related requests from the public can still be handled utilizing phone calls and setting of appointments.
  • Animal Services: The Tri-City Animal Shelter lobby, located at 1950 Stevenson Blvd. will reopen July 6, 2021. Shelter hours will be 11:00 am – 4:00 pm Tuesday-Saturday. The Shelter will continue to schedule appointments for the following services online or by phone; appointments may be available outside the regularly scheduled shelter hours:
    • Owner Surrendered pets
    • Adoptions
    • Lost & Found
    • Adoption Partner pick-ups
    • Foster pick-up and drop-off

      The shelter has implemented a new appointment system for dog and cat adoptions. Please visit the shelter’s website for information about the process and the adoption application. Kennels will remain closed to the public.

      The City encourages you to try to locate the owner of found pets prior to turning them in to the shelter. If you have found a stray pet but wish to keep the animal at your home, Fremont Municipal Code requires the finder to notify the animal shelter within eight hours.       If you have lost your pet, please look online for the animals in our care and tips to help you find your lost pet. If your pet appears to be in our care, please contact us to schedule an appointment for redemption.

The Fremont Family Resource Center (FRC) building located at 39155 Liberty Street, which houses 24 State, County, City and Non-Profit Organizations is now open. Some agencies are open fully while others are open for appointment only or by phone only.  See FRC Agency Status chart for details. 

The FRC City Office aka FRC Core Team (Suite A110) is open to the general public.
