Basic Home Upgrades
Fremont residents planning simple upgrades to their home can obtain the necessary building permits online using the City's Citizen Access online portalFor more information, please visit the City's Online Permits webpage

The online submittal process is for all new permit requests, including building permits for basic home upgrade projects like water heater replacements, roof replacements, and minor kitchen/bathroom remodels.

Basic home upgrade building permits are available for the following residential projects:

To submit a new building permit request, please visit Citizen AccessOnce on the website, create an account, log in to your account, select "Pre-Application," complete the form, upload the building permit application and any other supporting documentation, and continue the request until you receive the online confirmation. Once submitted, staff will convert your online submittal to a building permit. When the building permit is created, you will see it in your Citizen Access account under "My Records." Permitting staff will review your application and contact you with any questions about your request, as well as the permit fee and methods of payment.

Remote Video Building Inspections

The City is now offering remote video building inspections for limited types of building permits for single family residential projects as an alternative to an inspector completing an in-person inspection. Video inspections are limited to the following projects: reroof, water heater replacement, air conditioning upgrade, and furnace replacement. Inspections are performed using either the FaceTime (iOS) or Google Duo (Android) app. For more information, please visit the City's Video Inspections webpage.
