Online Express Permits
The City of Fremont is pleased to offer online express permits. Fremont residents planning simple upgrades to their home can obtain the necessary building permits online.
As the City streamlines the permitting process for these types of express permits, the option to obtain these permits by fax will no longer be available. The City is encouraging applicants to start using the easier online process. It improves customer flow at the permitting counter, saves time and money, and reduces paper clutter. It’s a win-win for the City and the Fremont community!

Online express permits are available for the following residential projects:
To get started, applicants need to submit a Building Permit Application and any supporting documentation by email to expresspermits@fremont.gov. Processing times for online express permits may vary, depending on the type of permit. The City will make every effort to issue permits in a timely manner.
Please note that for online residential solar permits, applicants must email solarpermits@fremont.gov.

- Re-roofing (ESR Report must accompany if exceeds 7 pounds per square foot)
- Electrical panel upgrades up to 200 amps and minor electrical work such as re-wiring or adding circuits
- Furnace replacement (underfloor or attic) (specify location, BTUs, and CF-1R application must accompany application)
- Addition or replacement of AC unit (specify location, seer rating, tons, and CF-1R application must accompany application)
- Water heater replacement (specify capacity)
- Repair of gas, water, or drainage lines (accompany one-line diagram with length and demand for each appliance)
- Window or patio door replacement
- Minor bathroom remodels (non-structural)
- Minor kitchen remodels (non-structural)
