Randolph Stevenson Hom serves as Fremont’s Assistant City Attorney, and is responsible for the management of the day-to-day operations of the City Attorney’s Office. Randy is a Bay Area native. He received his Bachelor of Arts from the University of California, Berkeley, and his Juris Doctorate from Golden Gate University School of Law. In law school, he served as an editor of the law review, and received the American Jurisprudence Award for Legal Writing and Research.
His public service began as a Deputy Trial Counsel for the State Bar of California, prosecuting attorneys for violations of the Rules of Professional Conduct, and as a criminal prosecutor in Downtown Los Angeles. His municipal law experience includes service as legal counsel for the cities of Los Angeles, San Jose, and Hayward. In this capacity he served as a defense attorney for sworn officers, and represented cities in matters arising out of wrongful death, officer involved shootings, dangerous conditions, public contracts, employment practices, and land use. He also served as an advisory attorney to police, fire, redevelopment, airport, and public works, among other departments. More recently, he managed the legal affairs for Merced and Cupertino. Prior to his representation of public agencies, Randy served as an insurance defense litigator and insurance coverage attorney.
The City Attorney’s Office provides legal advice to the City Council, City Boards and Commissions, and City staff. It also provides transactional work which includes the preparation and review of all resolutions, ordinances, and contracts. In addition, the City Attorney’s Office initiates and/or defends litigation on behalf of the City.
