As Assistant City Manager, Jessica serves in multiple capacities for the City Manager’s Office. She works closely with the City’s Leadership Team on addressing and resolving challenges the community has prioritized, provides support for Human Resources leadership, collaborates on legislative affairs and Citywide communications efforts, assists with the City's budget and labor relations efforts, and provides guidance to the City’s organizational development teams. Jessica also provides strategic input and leadership on policy and administrative areas/projects, as well as oversees project management and implementation of the City's major development initiatives.
Prior to joining the City of Fremont, Jessica was the Economic Vitality Manager for the Town of Los Gatos. She also held multiple management level positions in Economic Development and Community Development for the City of Mountain View. Within these two organizations, Jessica managed Redevelopment Areas, which led to strong Downtown development, creation of place, and sense of pride. In addition, Jessica has brought a strong economic development perspective to the work she has spearheaded bridging the gap between the public and private sectors. Her role as past Chair for the Silicon Valley Economic Development Alliance led to her belief in strong regional collaboration in workforce development, sustainability, and smart growth management. For both Los Gatos and Mountain View, Jessica also served as the liaison to Arts Commissions and administered Public Art Programs.
While working for the City of Fremont since September 2012, Jessica has held several positions, including Downtown Project Manager, Urban Initiatives Manager, and Deputy City Manager.
Jessica has a Bachelor of Science in Urban Planning and Design from Arizona State University and is a LEED Accredited Professional.
