As Community Development Director, Joel Pullen oversees Planning, Building and Safety, Code Enforcement, Environmental Services, and Housing, all of which are vital to shaping Fremont’s environment and overall quality of life.

A Fremont native with over two decades of community development experience, Joel has served in various instrumental roles for the City since 2005, most recently as Planning Manager. His steady progression reflects his strong leadership and dedication to creating a vibrant and sustainable future for Fremont.

A military veteran, Joel holds a bachelor’s degree in sociology and urban studies from Cal State Hayward and is a member of the American Institute of Certified Planners (AICP) through the American Planning Association. As an active member of the Fremont community, Joel can often be found hiking Mission Peak or volunteering for local organizations.
