As Economic Development Director, Donovan Lazaro oversees the facilitation of business investments in Fremont that lead to a stronger tax base to support City services and enhance the vibrancy of Fremont’s commercial areas. Donovan is a strong believer in the importance of building a more inclusive and prosperous economy, championing collaboration and “win-win” outcomes that benefit the City and its residents.
Prior to joining the Fremont team, Donovan was an Economic Development Officer at the City of San José where he worked with cross-sector industry partners on a variety of initiatives, including developing a multi-faceted training and internship program to bring high school students from underserved communities into careers in engineering and advanced manufacturing.
Before his career in economic development, Donovan worked in the local tech sector where he gained experience working in both startup and public enterprises. He earned his Bachelor’s degree in business management and a Master’s in urban planning from San José State University.
The Economic Development team is dedicated to helping you maneuver all the challenges of getting a business off the ground, from finding the right location to navigating the permit process and helping organize grand opening events.
