Chief Floyd Mitchell joined the Fremont Police Department (FPD) in March 2026, bringing more than 30 years of law enforcement leadership experience to the City of Fremont. 

As a dedicated public servant, Chief Mitchell began his career as a patrol officer with the Kansas City, Missouri Police Department, where he served for more than 25 years and gained extensive experience in field operations and progressive leadership roles. In 2015, he relocated to Texas, where he served as Police Chief for the cities of Temple and Lubbock until September 2023, before moving to California to serve as Chief of Police for the City of Oakland from May 2024 to December 2025. 

Across these leadership roles, he oversaw complex policing operations, organizational strategy, and community engagement efforts in large and mid-sized jurisdictions.

A veteran of the United States Air Force, Chief Mitchell holds a Master of Business Administration from Baker University. He is a graduate of the Certified Public Manager Program at Texas State University, the 236th session of the Federal Bureau of Investigation’s National Academy in Quantico, Virginia, and the Senior Management Institute for Policing at Boston College. In his free time, he enjoys spending time with his granddaughters, golfing, and rooting on the Kansas City Chiefs.
