Debra Margolis serves as the Assistant City Attorney where she is responsible for managing the day-to-day operations of the City Attorney’s Office. The City Attorney’s office is responsible for advising the City Council, City Boards and Commissions, and City staff, as well as drafting and reviewing of all resolutions and ordinances, initiating and/or defending litigation, and reviewing all contracts.
Prior to joining Fremont, Debra served as the City Attorney for the City of Pleasant Hill for 18 years and the Assistant City Attorney for the City of Hayward for five years. She began her career clerking for a California Court of Appeal judge in Santa Ana before joining the law firm of McDonough, Holland and Allen in Sacramento.
Debra served as an officer of the City Attorneys’ Department of the League of California City culminating in serving as President of the Department in 2011. She has also served on various League committees including the Legal Advocacy Committee, Municipal Law Handbook Committee, and Public Records Act Committee.
Debra has an undergraduate degree from California State University, Sacramento and a law degree from UC Davis School of Law.
