As the Assistant City Manager, Karena Shackelford oversees the City Clerk’s Office, elections, legislative affairs, organizational development, and City Council relations. Karena also works closely with the City's budget and labor relations teams.
Karena has over 14 years of experience in local government, of which eight have been serving the City of Fremont. Under her leadership in Fremont, she has brought several complex projects to completion, on time and within budget.
Karena holds a Bachelor of Science degree in Business Administration from San Jose State University, and is a member of the International City/County Management Association (ICMA) and the American Public Works Association.
Prior to becoming Assistant City Manager, Karena was Fremont’s
Deputy City Manager, Interim Public Works Director, Deputy Public Works Director, and Deputy Director of Maintenance.
