David Persselin is the City’s Finance Director and Treasurer. The Finance Department’s accounting, budget, purchasing/accounts payable, revenue, and treasury divisions are responsible for providing financial services to the City’s internal and external customers and for providing financial information, policy analyses, and recommendations to the City Council and City departments.
Prior to joining the City of Fremont, David served as Assistant Finance Director for the City of Pleasanton and as Assistant to the City Manager/Financial Status Coordinator for the City of San Jose.
David earned a Masters degree in Policy Analysis from the RAND Graduate School and a Masters of Business Administration from Stanford University. He also received a Bachelor of Science in Mathematics from the United States Military Academy. David has a been designated as a Certified Public Finance Officer (CPFO) by the Government Finance Officers Association.
